The answer to this question is negative. Indeed, and despite the European directives, your personal/private vehicle must register in Belgium with: either normal number plates, or CD plates or even international number plates, in your personal/private name. As a result, vehicles registered outside Belgium do not qualify to the tax-free fuel quota/allowance.
