the answer to this question is negative. indeed, and despite the european directives, your personal/private vehicle must register in belgium with: either normal number plates, or cd plates or even international number plates, in your personal/private name. as a result, vehicles registered outside belgium do not qualify to the tax-free fuel quota/allowance.
